How about a White guy rapes a Black woman, that is rape yes, but if the other way around and a Black guy rapes a White woman then that is OK since he is in the minority so laws don’t apply to him.

Maybe laws should not apply to people over 65 since less than 20% of the population therefore a minority or maybe lays shouldn’t apply to men since only 49% of population therefore a minority. How about people with GreenEyes (22%) or Left Handed People (10%) they are also minority

(1)An offence is racially aggravated for the purposes of sections 29 to 32 below if—

(a)at the time of committing the offence, or immediately before or after doing so, the offender demonstrates towards the victim of the offence hostility based on the victim’s membership (or presumed membership) of a racial group; or

(b)the offence is motivated (wholly or partly) by hostility towards members of a racial group based on their membership of that group.

“membership”, in relation to a racial group, includes association with members of that group;

“presumed” means presumed by the offender.

(3)It is immaterial for the purposes of paragraph (a) or (b) of subsection (1) above whether or not the offender’s hostility is also based, to any extent, on—

(a)the fact or presumption that any person or group of persons belongs to any religious group; or

(b)any other factor not mentioned in that paragraph.

Note there is nothing stated above that these rules only apply to so called minorities

Section (4) Colour it does not exclude white as a colour for this act, yet many people seem to think that colour only applies to Black, Brown and Yellow but not White

It has been a couple of decades or more since I was opening Bank accounts on 30 exemption stamps / tourist visas but back then it was easier to open an account in Silom / Sukhumvit, the tourist areas, than say Rama III. It also depends on the cashier, some will open an account others won’t, a branch may open an account on Tuesday but not Wednesday all hit and miss.

I did find This Article which seems to indicate that SCB are more likely to be accommodating to those without non imm visas 

One thing which has always struck me as weird is Paradox, To obtain a retirement or marriage visa you need to show funds in a Thai Bank Account, to open a Thai Bank Account you need a Visa. With that in mind, being the quality tourist which you are, you might consider mentioning “I need to open an account so I can apply for a retirement visa”if they resist in any way.

At around 3.30am, police officers, numbering just over ten, arrived to establish a perimeter around the hotel and escort the first two Filipino individuals out amidst the uproar.

Despite pleas from the Royal Thai Police, communicated over loudspeakers, to avoid violence, the situation quickly descended into mayhem as the Thai group began hurling bottles at the emerging Filipinas.
Ultimately, police managed to intervene and detain both the assailants and the victims, transporting them to Lumpini Police Station. The exact number of those arrested and the condition of the injured remains unknown, reported KhaoSod.

He was obviously the stooge / fall guy for the Koh Tao mafia, he had been on the island / under observation for five months according to the article. Where was he getting his supplies from? How did he stay so long on no doubt a tourist visa, they don’t issue Business Visas for drug dealing.

My comment about “Extra from Deliverance” was implying he looked like the elevator doesn’t go to the top floor / a tinnie short of a six pack. A simple gullible bloke who was being paid beer money to extend his stay. There is no way a foreigner would be able to deal drugs on Koh Tao for 5 months without the mafia knowing, I doubt even a Thai would get away with such.

Andrew Brett was arrested on Thursday, February 29, for allegedly selling ecstasy and LSD to other foreign tourists at the Ecco Bar on Koh Tao island in the southern province of Surat Thani.
