The higher they come the higher they fall, if they ever tried. this is a city where the less noise you make, the longer you live (if involved in criminal, illegal activities). See the W Ullrich saga, the yacht was just one too many eyesores in the eyes of his enemies. Not to confuse with Jan Ullrich who may still have a chance to win the TOUR de FRANCE, ! And I'd say no -- your card/phone call did not save you 1.800 baht. In my experience 200 baht is the normal "tea money" in a littering charge at lower Sukhumvit.
