What a bizzare notion. Maybe in where ever you call home (UK maybe?), but a "consultation charge" is standard pactice here (in Asia) whether or not meds are prescribed (and thinking about it, pretty much *any* professional will charge you for his advice/opinion if you are seeing him professionally).

My experience in the uk about 2 years ago was that a private GP would charge you per visit though he seemed to feel honour bound to prescribe something....

 

NHS..I believe the doctor is paid per "seen" patient with out reference to prescriptions....

Actually this part of the discussion seems rather silly.

 

Its obvious that there are consultations where the physician feels that the problem will probably resolve without intervention and will says something like " come back and see me next week if it is still bothering you".. ........ but the doctor still has to eat....
