I don't know about the excess power problem (that right is reserved by PM Toxin ), but speaking bad things about the government? Oh my. Wonder who decided they weren't toeing the party line? Apparently, this kind of judgement doesn't require courts, injunctions, hearings, legal arguments and other trappings of actual democracies.
