If the other pics had received as many votes, their average scores would have changed. Yet, they've stayed the same for the most part. I'll allow that there is no requirement that a voter vote for all pics. But it seems kind of unusual. I know that it sometimes could screw things up but I have a look at the thumbnails and if I think the pic is interesting, I go in and look at it full screen and then vote.
