Yes and no, many bars and restaurants inside hotels, some restaruants with foreign food (italian for example) will sell alcohol as usual especially in Pattaya. Some bars will close completely as may girls will have to go back to home and probably take some days off, else you can drink in open bars but not beer. I even had wine one time in Sizzler's in Pattaya.

during the peak of the peaks of the tourist season. wonder whether they will enforce that in tourist areas?!?

You can bet your bottom Dollar they will.

Songkran 2006, the main day in Pattaya 19th April was an election day and all bars were closed.

Sat / Sun 22nd and 23rd seem like a good days to arrange a pre-christmas BBQ's and Parties at home.

I was there then and some bars were open and selling booze. But it was all hush hush and when the cops were out patrolling , we had to hide the booze. Music was off as well so not much of a songkran party atmosphere.
