For example my trusty Nokia 1110 (Cheapest phone on the market) I can "Screen" calls. The call still comes through but no ring tone or vibrate. AIS has limited services such as Barring International Outgoing, Barring all Incoming, Barring all Incoming when Roeaming etc, but you cannot Bar an individual number. I don't know what phone you are using, but if you can add contacts to groups you may be able to block that group on the phone, the more sophisticated the phone the more functions are available.
