Utilities Expense in Bangkok

I haven't paid anything for water for the past few months - and I'm in a good size house.

I never got a discount on water usage, but my month's (Oct) electric was reduced by 50% from the actual usage charge. I was told that this was the first month that the reduction was implemented and it will continue for 6-months (not sure if 6/mos). My bill was a mere 230-Bt..not bad for a 95 s/m condo...though I rarely use the A/C. Anyone else now receiving this discount??
