PM: Issara to be sworn in next week

Prime Minister Abhisit Vejjajiva said on Wednesday he had sought Royal approval to appoint Democrat Party's Ubon Ratchathani MP Issara Somchai as Social Development and Human Security Minsiter to replace Witoon Nambutr who resigned on Tuesday.

Abhisit said Issara was expected to swear an oath of allegiance next week.

The replacement of Issara came after Witoon quitted after being rocked by the rotten-can fish scandal. He becomes the first in the month-old government of Abhisit Vejjajiva to bow out.

Thailand's New Government Staggers Forward

Thai Prime Minister Abhisit Vejjajiva has faced down immediate threats to his newly-fledged Democra-led administration, after last weekend's anti-government rally only drew half the numbers that were expected. But any plans to get down to the business of governing will be hampered by formidable problems, not least the continuing corruption and lack of commitment to clean government that historically characterized his party.

Abhisit has already "missed the boat" according to Thitinan Pongsudhirak, director of the Institute of Security and International Studies, who says the two-month old coalition government is already facing a raft of corruption scandals and is losing credibility. While he expects the prime minister to hold on to power for six to 18 months, the country's entrenched political divisions will take between five and eight years to resolve.

EC lodges Suthep complaint

The Election Commission has filed criminal complaints against Deputy Prime Minister Suthep Thaugsuban and Deputy Interior Minister Boonjong Wongtrairat.

EC secretary-general Suthiphon Thaveechaiyagarn said the commission had filed a criminal complaint against Mr Suthep with the Region 8 Appeals Court accusing him of distributing student scholarships during the election last year of the provincial administration organisation (PAO) chief in Surat Thani. Mr Suthep's younger brother, Thani, was a candidate in the election.

The charges were announced just hours after fugitive ex-premier Thaksin Shinawatra filed defamation charges against Mr Suthep, :alert: saying he slandered Mr Thaksin by claiming he wants to return as "president of Thailand".

Also facing suits with Mr Suthep over the scholarships are Democrat MP for Surat Thani Chompol Kanjana and party canvasser Prapon Nilwatcharamani.

The three are accused of involvement in giving out scholarships to students shortly before the PAO election on April 20 last year.

PM not guilty to work with Newin: EC

The Election Commission (EC) ruled that Prime Minister and Democrat party leader Abhisit Vejjajiva did not breach the 2007 Constitution after the opposition Puea Thai party accused him of forming the coalition with the help of banned politician Newin Chidchob.

EC secretary-general Sutthipol Thaweechaikarn said on Thursday that the government's involvement with former Thai Rak Thai (TRT) party executive Newin did not violate Articles 94, 96 and 98 of the Political Party Act, and the commission resolved to close the case.

Mr Sutthipol said the EC also inspected the financial donations given to the Democrat party in 2005 after it was accused of receiving 250 million baht from TPI Polene Public Company Limited, founded by ex-Matchimathipataya party leader Prachai Leophairatana.

The secretary-general said Mr Prachai's name was not in the list of donors, adding that the Democrat party received a total of 49 financial donations worth 38 million baht four years ago.
