So the image you post, in support of your arguments, that they are in the USA, clearly states " ...migrants try to cross the border..."

So in small steps ::

'try to cross' - they have not crossed

'the border' - they must be on the Mexico side of the border

Unless by some giant leap of Trumpanzee logic, you are proposing a scenario in which migrants are being tear-gassed as they try to leave the USA.

I tell you what, if I was in the USA, I'd be getting out about now.

OK, though God knows why I bother, let me attempt to put some reality and perspective on this. It is easily understood and accepted by most all commentators, excepting the Trumpanzees, that it would be far less expensive to boost the numbers of processing staff at the border, so that the legal applications to get into the USA can proceed in a normal and civilised manner. The expensive option which bolsters Trump, is to send the army, what next? Air strikes? trump has even said that the tear gas is a special mild form of the gas... Wot a fucking idiot..
