I laughed when I heard this...it's true to a large extent. I heard it slightly different. "You can always count on America to do the right thing after they have exhausted every other option"

So what do you think of FDR, who actually tried to pass legislation allowing him to appoint up to six more justices on the Supreme Court to  ensure he could do whatever he wanted?

What the Trump desaster shows is that a presidential system largely depends on the character of the person in charge. In Germany for example Merkel simply would not succeed installing her buddy at the constitutional court because this is up to a committee that includes people from all directions.
