Steve Posted February 26, 2011 Report Share Posted February 26, 2011 (edited) Federal Income tax came about during the civil war. If it wasn't for the Federal income tax, the Union might have lost. It was temporary. It was rescinded after the war, along with a few other war time acts. The modern income tax came about to pay for WWI and they kept it. It was supposed to have a max of 10% as well.
