The original article uses "Kisses during Chaos", "an altogether different sort of passion spilled, literally, into the streets", and similar language. Other news articles in the media made this out to be just that, two people who'd found a bit of clear space for the purposes of romance, or faux romance. The video at the link provided by Partyguy is the first indication that the two people were not there for the purposes of romance, and were indeed, in some distress.
