The majority seem to target the expat population of such countries, yes, a lot of Indians, and others, in that demographic. You might also notice that the ladies working in such places are those who would perhaps fare less well in their home countries in a similar line of work. My own experience has been less of Thais, more other Asian nationalities, and of course for those who must, Africans.
