Mekong
Huumlaar, Not sure when it actually started, I do remember a few teething problems in the early days a couple of years ago when people could not get back into the country. Mrs Kong has been travelling back to forth to Vietnam with me for the for the past six months or so and it has always been part of the verification process. She renewed her passport in Feb 2013 and was issued a biometric one then when Eye Scan and Fingerprints were part of the application process. Here is a bit of info from Ministry of Foreign Affairs Website http://www.mfa.go.th/main/en/services/1415/21478-Electronic-Passport.html
Flashermac
Maybe it is intended to identify people in burqas.
nkped
Do they even check if the passport is stolen? If they check upon departure as well as arrival, it would give them the ability to determine whether the same person was using the passport both ways. Some similar might have helped the two young Iranians who got that cheap fare on MH370. You have to start somewhere.
