Go to tools / appearances (or Shift F12) - then to the Buttons tab - and there is a place to reset all toolbars to defaults.

 

If that doens't work then look around in the Toolbar tab and change some of the settings there.

 

Finally, check on the Themes tab if you got anything other than the Opera Standard.

Decided to uninstall and try again, machine windows 7. Downloaded again from Opera but this time I end up with this front end.

Works fine, no tabs at the top, but a drop down menu instead if I want to see history.
