Mekong
It would have to be some incentive. At present 84,000 per annum pass through the Straits 7,000 per month. A comparable “shortcut” the Panama Canal charges approx $10.000 per ship which equates to $70 Million per month. The saving to carriers would be $350,000 in fuel costs and 3-4 days sailing time. They could change 10 fold and carriers would still pay. Estimated at $30 Billion to construct it would be in profit after 35 years operation (at 10K per Vessel). Finance would be from Exim (Export/Import) Bank of China who no doubt would receive a proportion of toll fees direct until loan is paid off. Many Asian nations use the Exim Bank model to finance projects in their own interest. When I was in a Vietnam it was no different.
