The Budapest Memorandum, the treaty first broken by the USA in 2013 by putting sanctions on Belarus.

How can the USA claim the moral high ground and quote treaty if they themselves were the first to breach such.

How many US troops occupied Belarus? How much Belarus territory did the USA annex?

So the US breach of the Budapest Memorandum does not count because it goes against your argument.
Do we now have differing levels of breaching?

If sanctions do no harm then why are the West applying sanctions on Russia

If they want to sanction, lock Russia out of SWIFT, then they have pretty much zero banking!!!

Locking out of SWIFT is not the weapon many think and won’t have much affect on Russia.

Russia has SPFS its own banking system  and have been planing to Tying into Chinese CIPS system for a few weeks now, it is if they expected the possibility of lock out of SWIFT

Also don’t forget Blockchain Cyber Currency

As it is with SWIFT the USA can monitor and track all global transactions and spot Money Laundering and Financial Support of Terrorists,, if alternatives become more widespread the USA will lose this capability
