Presumably, the poobah who hired the "men in black" is so powerful that the police don't dare touch him. The hired gunmen want millions for spilling the beans, so they can either go to another country or build a strong enough wall of protection around them from their boss's retaliation. :dunno:

 

p.s. It tells you something when Chalerm outright insists that the "men in black" never even existed, despite the videos of them attacking the soldiers.
