The writer went to Penang, as the Thai consulate in Cambo is closed from the riots, and obtained a Non-O multi-entry Thai visa. I always go through an agent (the guy based in the Mingood Hotel, total cost about 1200 baht) He will always get the visa back in time to catch the afternoon train, which is not possible if you do it yourself. This is puffery, Mr. Was. The front-desk people in Penang will return your documents to you before they break for lunch if you show them your train ticket and make your request of them politely and deferently.
