AMEX has some funny usage rules so it may be a charge for non-Thai issued cards in Thailand, like a $12.50-12.75 monthly fee, with an agreement that collected monies be diverted to a charity of sorts? It would not be the same exact odd amount every time, however, as it would fluctuate with the exchange rate. As a charge of TB467.5 + 7% VAT (= TB500.23) makes even less sense call AMEX and have them either read you the fine print or send a certificate for a free bar fine (or your own favorite other charity of choice) and they can keep the bloody 23 satang.
