The Japanese text really does say that people check behind them before farting out some gas but that they 'forget' to do so when the gas instead comes from smoking! It would be a better example of Engrish if the Japanese said something like "If you're smoking, remember to check behind you before exhaling" and they translated their word for exhale into "passing gas."
