It's probably the same as the US, which means that you would have to attest to your consulate that you are free to marry. You'd take this to a translation service who would put it into thai. Once this is done you take it to the legalization department of the foreign affairs department. You drop it off there for a cuople of days and pay a 100 baht fee. Once the legalization is done you take the paper to a amphur office and do the paperwork to be married. You're supposed to take a translator to do this, or pay a bit of tea money. Once this is done, you're married. One thing make sure they translate your name correctly!
