CORRUPTION INDEX: Kingdom?s ranking edges up

Transparency study ranks Thailand 64th out of 146 countries, up six places from last year

 

Despite public sentiment that widespread corruption from village-fund schemes to national projects is draining state coffers, Thailand?s image for transparency has improved slightly, according to an international report.

 

In the latest report by Transparency International (TI), Thailand was ranked 64th of 146 countries for its level of corruption. In the organisation?s Corruption Perceptions Index Thailand scored 3.6 out of 10, which helped it improve from a ranking of 70th out of 133 countries last year.

 

Finland and New Zealand were in first and second place with 9.7 and 9.6 points, respectively. Among Southeast Asian nations, Singapore and Malaysia were the best with 9.3 and 5 points respectively, ranking them fifth and 39th.

 

?Although it?ll take time to get rid of corruption in this country, the report at least will urge Thais to care more about how the world views their country,? said Juree Vichit-Vadakan, secretary-general of Transparency Thailand.

 

Positive change could occur if more people pressure the government to come down on all kinds of graft, she said.

 

The TI index ranks countries by the degree to which corruption is perceived to exist among public officials and politicians.

 

It is a composite index, drawing on 18 different polls and surveys from 12 independent institutions that survey more than 45,000 business people, country analysts and residents ? both local and expatriate.

 

The surveys touched on questions including:

 

l The severity of corruption within a state;

 

l The misuse of public office for private (or political party) gain;

 

l How common bribes are accepted by politicians, senior civil servants and judges; and

 

l How significant an obstacle are such payments to doing business as well as undocumented extra payments connected with various government functions.

 

The institutions conducting the polls and surveys include the World Economic Forum, Political and Economic Risk Consultancy, Merchant International Group, World Markets Research Centre, Economist Intelligence Unit, and Columbia University.

 

The TI report came out as the Thai Rak Thai government and independent bodies such as the National Counter Corruption Commission, Anti-Money Laundering Office, Constitution Court and Auditor-General Office have jointly declared a war on corruption.

 

The Thaksin government has been roundly criticised by opposition parties for dragging its feet in fighting graft.

1 says the index is constructed from the perception of "Public officials and politicians" while 2 says "business people, country analysts, residents etc" are polled in order to construct the index

 

but perhaps this doesnt matter...
