NEW YORK (AP) -- Two explosions were heard outside the British Consulate in Midtown Manhattan early Thursday, causing slight damage to the building but injuring no one, officials said.

The explosions occurred about 3:50 a.m. and apparently originated in or near a cement flower box outside the consulate at 845 Third Avenue, between 51st and 52nd streets, said police department spokesman Noel Waters.

There were reports of damage to the building's front door and a window, he said. The department's bomb squad was at the scene investigating the exact nature of the explosives, and television images showed that police had closed off several blocks surrounding the building.

In Britain, voters were voting in national elections, a heated race in which Prime Minister Tony Blair's fight for a third term could be hampered by public anger over the Iraq war.
