Belgian Philippe Dessart, 47, was charged Tuesday with debauchery for having sex with a 13-year-old Cambodian boy at a guesthouse in the capital Phnom Penh, said Ngeth Sarath, a prosecutor of Phnom Penh municipal court. Police arrested Dessart last Saturday as he was sleeping in bed with the naked boy, said Keo Thea of the anti-trafficking division in Phnom Penh's police force. Separately, a court in the southwestern port city of Sihanoukville has charged Alexander Watrin, a 36-year-old German, with debauchery, said Sihanoukville deputy police chief Chor Heng. Debauchery is Cambodia's legal term for sex acts involving minors, punishable by up to 20 years in prison. Watrin was arrested Monday for allegedly molesting four boys aged seven to 15 years old, paying them US$5 (euro4) to US$10 (euro8) each time he had sex with them, Chor Heng said. Police arrested him on a tip from the French child advocacy group Action Pour Les Enfants (Action for Children), he said. Beatrice Magnier, director of the group, said the boys are street children and that they had repeatedly complained to her group about having been "abused by the German man."
