There are very few, mostly in Goa. Years ago an elderly male person running a shelter for homeless boys was locked up for pimping out the boys to paedophile/homosexual tourists. I think the chap, supposedly an Anglo-Indian (there were doubts about his nationality), is still in jail; he must be in his seventies now.

Otherwise, there's a little bit of hetero sex tourism in Goa, but the local administration certainly does not take kindly to that. There have been some plans to limit tourism in the state so as not to undermine traditional local culture. In a way, the Goans are particularly sensitive about easy sexual mores, or at least about how they're seen in this respect by the rest of India. In the Indian media (especially Hindi films), Goans or Christians are often depicted as morally loose. It riles them quite a bit. But, as often stereotypes have more than a grain of truth in them, and Goan girls are among the most easy-going in the country. I once had a Goan girl-friend (living in Bombay); the problem was, she was intent on marriage which I didn't fancy at the time.

Earlier this year, a Swiss couple was arrested in their Juhu (Bombay) hotel room for allegedly using young boys in pornographic movies.

But in general you're right: there's no sex tourism to speak of in India. India is always a great place to escape from the "real" (?) world - the best way of leaving this planet short of taking a space ride!
