Even after Stalin annexed eastern Poland, Latvia, Lithuania and Estonia Britain and France did nothing. Thus I suspect a fear of their own communist parties. p.s. I've read that the communists in France actually conducted sabotage against the French war effort -- until after Hitler turned on Stalin.
