Puffer Fish Sold as Salmon

Maybe I'm missing something here. I understand that fugu/puffer fish is expensive in Japan. The sale of fugu/puffer fish is banned in Thailand. Unless the puffer fish caught in Thailand can be exported to another country where it can be sold, such as Japan, it is basically a waste product. The only way to create value for any puffer fish catch that stays in Thailand, being a banned product, is to market it as another kind of fish, such as salmon. Since fugu has a long historical connection with Japan, I'm guessing that puffer fish are found in their waters as well. If now scarce in Japanese waters, maybe they do import from other countries such as Thailand.
