The sale of fugu/puffer fish is banned in Thailand. Unless the puffer fish caught in Thailand can be exported to another country where it can be sold, such as Japan, it is basically a waste product. The only way to create value for any puffer fish catch that stays in Thailand, being a banned product, is to market it as another kind of fish, such as salmon. Since fugu has a long historical connection with Japan, I'm guessing that puffer fish are found in their waters as well.
