Obviously they have strong economic and cultural ties with Russia. I can see why the Russians might be nervous about NATO expansion. There's a paranoid streak in them. Surround them with missiles bases and make them live in fear. Perhaps then they will be reasonable and sell their resources to western companies at a knock down price.
