PHUKET: In a meeting on Friday in Bangkok with the Parliamentary Committee on Labor, Phuket Governor CEO Pongpayome Vasaputi proposed tougher rules for the issue of work permits for foreigners.

Speaking on the 96.75 FM talk show this morning, Gov Pongpayome said that the committee agreed that people applying for new work permits should apply in person and that occupations open to foreigners should be specified, along with the maximum number of work permits that should be issued for each of those occupations.

The Governor was invited to the meeting, attended by the Deputy Director-General of the Department of Employment, following a backlash from the Phuket and Pattaya Chambers of Commmerce over the effects of the latest amendments to the rules.

?I explained to the committee that Phuket is an international city and we want many foreigners to stay. However, those foreigners must be useful for Phuket and must do work that is useful for Thailand or Phuket, such as work that cannot be done by Thais because we don?t have enough skilled people. We will gain experience from this.

?The second [group we want] is rich, retired people who fall in love with Phuket and want to stay here for the the rest of their lives. They have no need for work permits. We welcome this group,? he added.

The governor went on to identify two more groups of foreigners he believes have no place working in Phuket. ?[One] group is bad foreigners who engage in occupations that are unnecessary in Phuket. Those people should not be allowed work permits.

?The [other] group is lowlife such as ?black people? from Burma or people from places in South Asia, such as Bangladesh. They enter Thailand legally and apply for work permits after they have stayed in Phuket for a while.

?We should to prevent them [from obtaining work permits] because they create many problems for us,? he said.
