The Bangkok Post noted that some of the airlines simply hadn't completed the paperwork for their certification. Once that was done, they would be allowed to resume operations.

Such a Thai excuse, so the crocodile has been attacking the nursery school and eating the infants, but the crocodile's owner didn't have the correct animal licence, so authorities can't remove the crocodile, once the correct licence is in place, the crocodile can be removed and the owner prosecuted...
