Case numbers and fatalities are not the same. The deaths usually trail behind the number of new infections by about 2 weeks. So, case numbers can be declining while fatalities are still rising.

While I think it is a very safe country for tourists (in general, and not counting traffic issues), I think that for Thais the situation is quite different. Violence is very common, and Thais do explode at times and will kill over the slightest issue. Road rage also seems to be quite common, with many people carrying clubs, knives, or worse, in their cars.

As for enforcing it, likely it the law on the beach will be whatever the local cop says it is. Gotta make sure to keep laws 'flexible' and 'open to interpretation'.

Millions of people in TH would love to get vaccinated, but due to utter incompetence (and greed, corruption, etc) from the gov, it is not possible for them to do so. And in the meantime cases keep climbing.

Halve the country should have been fully vaccinated by now, instead less than 10% is fully vaccinated.

Unfortunately this doesn't seem to be the case. Effective protection drops by 50% every 40 days or so apparently, meaning that it is pretty much useless in a short amount of time.
Also several medical personnel who received 2 doses of Sinovac have still gotten Covid, with one nurse dying of it.
