As for sandals, that is not enforced (if it is a policy) as people believe. I wear them all the time and never been turned back at the palace because of them. Thailand is not the only country with double pricing. US, my home country, has double pricing. Check out the price at some Federal parks - some are very high. Some people like myself, can get into any Federal park and some State parks for free just by showing an ID card. Is it fair? Probably not. For the price you have to pay at the palace, Wat Po and Wat Arun, it is minimal. Yes, there is a cost at Wat Arun also. Most people do not go inside so they do not get charged.
