Pretty sure you would need the letter of employment to get the 90 day -B. Don't think you can come in on it to "look around". And, if I recall correctly, if you were here on a normal tourist visa, it is not possible to change it to a B. HOWEVER, my friends daughter got a 90 day, as she said she wanted to have a extended cultural trip to Thailand, Brisvegas seems very easy, took 5 minutes!
