I think that at this point Bush is just trying to stretch this Iraq thing out through his remaining time left in office. Trying to remove it from the debate. Sure it's bullshit, but then how many speeches Bush gives are accurate and honest? He's also using guilt and responsibility, 2 powerfully emotive responses to mix in with a message....some may term that emotional blackmail...but then again he does this all the time in his speeches.
