This article on Thailand extradition laws is fairly comprehensive in describing Thailand's extradition process including the extradition of Viktor Bout from Thailand, as well as Edwin Richard Crawley and Ashley Vincent Livingston, and accused Australian jewel thief George Georgiou, who were arrested in Pattaya. There's also some discussion on the new powers granted to Thailand Immigration that allow them to cancel a person's visa on the suspicion they might commit a crime and the activities of the transnational crime data center and the workings of foreign law enforcement agencies in Thailand.

 

Pretty informative and the article cites all of it's reference sources.

As far as I know, just about any credible state LE agency can request an update to the list. I know I have seen names on it submitted by Thailand before. (Country of request is beside the name.) Even some from Laos and one or two from China.

Seeing a lot more reports though of foreign law enforcement agencies involved in local arrests - or even just involved in pointing people out like the British did in the in the original story.

 

But instead of him being arrested and deported, his visa was canceled and he was deported (so back to country of citizenship).

 

Stopped a squabble over countries mentioned trying to get him back to their jurisdiction for sentencing.
