As you mention, there was suitable attire for hire. But they insisted that a passport be left with the lenders. None of us had passports with us, so we had to leave. Thais wearing sandals were walking straight in without a problem. The official at the entrance was very amused. Since then I've been extra cautious over dress if going to the Grand Palace. No where else seems to be this strict. Another thought. Until recently, Thai immigration laws barred entry to persons wearing silk shorts, not wearing underwear, of untidy appearance and host of other things associated with 1960s Hippies. This was to prevent the corruption of Thai youth. Also included was a reference to allow in 'persons wearing sandals only if it was part of their national dress'.
