'Evil Krabi' video not entirely true, say police

 

KRABI - The chief of Krabi police has denied an angry father's claim that police allowed "easy" bail for a tour guide accused of raping a foreign tourist.

 

Large numbers of tourists have cancelled their trips to Krabi after a video clip Evil man from Krabi was posted on the internet.

 

It accuses provincial authorities of allowing "easy" bail for Thai tour guide accused of bashing and raping a 27 year-old Dutch woman.

 

The clip maker is the father of the victim.

 

He says the guide was able to avoid police for about a month and then when he was captured was allowed “easy†bail by the authorities. He also details other violent incidents in the in Ao Nang area involving tourists that he claims were covered up by the authorities.

 

Pol Maj Gen Nanthadet Yoanual, Krabi police chief, on Friday gave reporters the police side of the story.

 

He said he also had a video conference with the national police chief on Friday, to explain what happened.

 

Pol Maj Gen Nanthadet said the police obtained an arrest warrant on July 29 and arrested the suspect on Aug 20.

 

The court granted the accused bail over the objections of provincial police, he said.

 

Krabi police chief said the police have completed their case and are ready to present it to the prosecutors.

 

He said the content of the clip is "not entirely†true.

 

The court itself decided to grant the suspect bail and not the police, he said.

 

Police would post a video clip on YouTube telling their side of the story.

 

Ithirit Kinglek, president of the Krabi Tourism Association, said the video which has circulated on the internet for about two weeks has definitely hurt the province’s tourism industry.

 

Many tourists had cancelled their bookings after the video emerged on YouTube.

 

"We've been getting a lot of cancellations recently, especially at high-end hotels,'' he said. "Most of the cancellations are coming from English tourists.''

 

Mr Ithirit said European tourists have questioned their safety and expressed worries about going to Krabi.

 

He said authorities in Krabi had tried to cover up similar crimes against tourists.

It is interesting that the court, not the police apparently, approved the bail. This much seems reasonable and for the Phuket police chief to complain that it was not his department at fault as the video claims rather misses the point, court, police, it matters not, the Thai system is under scrutiny here so to bluster that it wasn't the police seems somewhat pedantic.

 

What interests me is on what principle the Thai court permitted the bail application and why, if as stated the police chief claims that his officers argued against it, was that claim denied. Given the prima facie evidence it would seem that the suspect should be held in custody for several reasons, not the least being self protection.

 

Curious also to know what exposure this is getting in the international press. Anyone?

 

Radioman, hits on the vdo on Youtube went up from 190.000 yesterday to over 350.000 today after the news came that the vdo might be suspended for viewing in Thailand.

 

What you can add in your list of questions, is how come that a Tourism Minister has a public opinion on the matter and actually tells the world it wasn't rape. Wouldn't that be a case for the judges and the court to determine?

Although I wished ot was true, I seriously doubt that this actually is happening, This is coming from one source and the TAT Krabi have already denied this apparently in earlier statements..

It's getting confusing now. Police in Krabi this morning released what appears to be a CCTV-still taken on the night of the reported assault, of the Dutch girl walking hand in hand with the alledged rapist??? :unsure: (see @44secs)

The trouble with Krabi

Officials in Krabi are in the process of proving yet again that a coverup is worse than the crime. They have been busy for almost a week in an attempt to cheapen a YouTube video on law enforcement in their province.

 

In so doing, police and tourist officials have tried to reverse crime and blame. It is difficult to decide whether the campaign is more tasteless or self-defeating. Either way, it must stop.

 

The sad and now shocking story began on July 27, in Ao Nang district of Krabi, popular with foreign tourists.

 

A Dutch woman was admitted for treatment at a hospital. Her injuries were serious and obvious enough that the doctor at first thought she had been in a motorcycle accident. But she said she had been beaten and raped, and the subsequent medical examination confirmed her story.

 

The woman not only knew the man who allegedly assaulted her, but had been with him at a birthday party before the reported crimes. With the help of the doctor and others, she made a report of rape and battery to police. They accepted it and, nearly two months later, arrested a local man, Chumpon Khaonuan on a charge of rape. He quickly was granted bail by the Krabi court.

 

The father of the alleged rape victim uploaded a video to YouTube on Oct 23. Entitled "Evil Man from Krabi", the stark black and white video shows a man with a rifle, singing for help "to put the Raperman from Krabi into jail". As propaganda it was effective, going viral and causing dozens, perhaps hundreds of foreign tourists to cancel their planned trips to Krabi last week.

 

The chief of Krabi province police, Pol Maj Gen Nantadet Yoinual, went to the media to claim the police had done a very good job, and had nothing to do with bail for the tour guide, Mr Chumpol. The head of the provincial tourism office, Wiyada Srirangkul, said the immediate job is to convince tourists that Krabi is safe. Neither of these important government officials had a word of sympathy for the woman, who by all accounts was the victim of a horrific crime. Pol Maj Gen Nantadet said he wants to post his own YouTube video to counter the one posted by the Dutch woman's father.

 

Ms Wiyada was confident that hotel occupancy would reach 90% next month. And Suwat Sitthilor, permanent secretary of the

 

Tourism and Sports Ministry, said he might recommend that the video, which had more than 325,000 views as of yesterday, be blocked in Thailand by the Information and Communications Technology Ministry.

 

But it gets worse. Chumphol Silapa-archa, the minister of tourism under two governments, questioned whether the incident could be considered rape. After all, he reasoned, the woman had dined with the accused man.

 

This is not only crass but illogical. Yes, minister, women are beaten, raped and worse by men they know.

 

Government officials, right up to the ministerial rank, make Thailand look heartless.

 

They have essentially tried the tired old trick of turning a rape allegation back on the victim.

 

The YouTube video was unfortunate, but so was the appearance of police delaying the arrest of a known suspect, and his quick bail.

 

Officials should join calls to make sure justice is done and seen to be done.

That makes the reaction of Thai officials really disgusting.

 

We had this before: the Thai "reality" collides with the rules and perception of the outside world. When this happens Thai officials always seem to lose, since they can't bend media/authorities/rules/people's opinion outside LOS and force them to follow their distorted reasoning - like they are being used to inside LOS.

 

But the knee jerk and foolish reaction of the Thai authorities shows that the video has in fact a very negative impact on Krabi tourism. If the pressure keeps up it will finally force the Thai authorities to address the cover-up of the rape.

Doubtful. They're more likely to blame this Dutch guy than admit they are wrong.
