The Otter: Noble Creature Or Criminal Genius?

I was just thinking about this the other day. You see, here in Japan, the Ministry has deemed it necessary to cement over more than 90% of the river banks. Basically disrupting the natural habitat of creatures that enjoy the ebbs, flows and currents which only Mother Nature herself can provide. One sees this cementing all the time when riding the bullet train (shinkansen) to Osaka and Nagoya. By the way, does anyone know if Japan Railways is still offering that 18,000 yen weekend getaway where the rider receives four shinkansen tickets and unlimited rides on the local rail?
