Pretty sure it's 3 years from the date of the marraige as the officer told my wife she could apply for citizenship this coming July which is our 3 year anniversary. When you go for the green card interview ( I-485), and have been married more than two years, she will issued permanant residency with no conditions. Less than two years, permanent residency with conditions. The three year countdown toward filing for citizenship begins the day she receives her PS with NO conditions.
