Don't have ready access to Thai statutes so I'm not going to disagree. But being a non-Thai, I would be at least a bit concerned about being able to prove I was legally in the country and that is normally done with the passport and the white departure card attached to it. The answer to why a copy might not be good enough is that you can hide a lot of alterations on a photo-copy that would be obvious on the original.
