I thought the FAA required the mechanics working on airframes and powerplants to be federally licensed? Cent NO, the facility must be licensed, and the workers work under that license, the final inspection can be "bought off" (signed off) by the guy with the license. So if you go to one of these "Aviation sweat shops" in a "right to work (for less0 state" it is likely most of the guys don't have a license. They have made the job task specific, similarly to the way the military does. Basically, each person does 1-2 specific jobs, nothing else...as he/she doesn't know another job task, they can't spot problems that come up unrelated to what they are doing...case in point, those landing gears done in El Salvador that keep failing.
