Flashermac Posted September 28, 2009 Report Share Posted September 28, 2009 It sounds like both parents are absent and the eldest sister (maybe half-sister) got stuck with the kid. I've seen the forms Thai schools send out. In the States they always read "dear parent". Here they say parent, guardian or whoever-is-in-charge. (Very often it seems to be the maternal grandmother.
