The article refers to "recession" as a technical term, meaning to economists 3 or more straight quarters of negative GDP growth. At some point you get low enough, that even though the economy still sucks, you are technically "growing" GDP quarter on quarter. Apparently that recovery from negative growth has not yet happened in UK.
