You can look at other years in respect to the Common Council. Remember, it was the Common Council that really ran some cities.

Tucson and Tombstone both provided free innoculations to their citizens. This was considered wise government to slow down the prevention of smallpox.

Tombstone was given as an example because it is considered by many to be 'the heart' of the Wild West.

What information do you have that states the opposite?

I know that BKKTraveler has done extensive research on the wild west days.

How about some links?

I would like to see more info/data.

Not much factual data on the internet.

Some places that have good info are Arizona Historical Society, some real good info is Tombstone's Common Council meetings. Newspapers from Tucson and Tombstone. The first issue of Tombstone's Epitaph newspaper had a trememdous amount of information, especially dealing with the mines.
