Guessing, yes, but with the aid of experience and understanding. As much as anything this is down to the individual so to suggest that a man made device can replace that would indeed be a fraud. If you appreciate dowsing, on any level, and then suggest it can be replaced by a man made device says you really are in the nincompoop league. That a number of senior military officers or other public servants, in any number of countries, were swayed by this argument points only to their own incompetence, or deliberate obfuscation in the face of $$$.
