Coss
It's true, in that: it's a bunch of weed/rubbish/detritus/branches, that has 'clumped' together at the intersection of two currents or disparate bodies of water. This is a commonly seen occurrence that happens all the time where currents and eddies of water occur. The weed/branches etc forms clumps along the line of the intersection of the waters, and seen from a distance, looks like a line (or other shape). The movement is likely the wake of a boat, that could have passed ten minutes ago on the other side of the river, a small wake (8~10cm) goes almost unnoticed to the observer, when it reaches a body of water that is moving in a different direction, or if it meets a another wake, from another direction, it will rapidly peak and gain 2, 3 or four times the height. You'll notice at about 4:00 into the video that a seemingly contiguous line is then broken down into pieces, this is because the 'line' is a small wave, some 30 feet long which then breaks (yes just like surfing only very small) at different points along it's length. When fishing and boating I have often seen this, some disturbance in the water with something underneath, which upon closer examination is revealed to be weed at a current junction. I might add, if you've ever seen any nature doccos of anacondas or any snake in water, they move by using their body in an 'S' shape to get resistance in the water. The 'S' shape is almost as wide as it is long, not a long thin profile. So if this is any kind of serpent thing, it'd be seen as an area of water that is as long as it is wide. And 'S' shaped. You may also observe small waves coming towards the observer in the foreground, these relate to the comments above about wakes.

Flashermac
The US Army wears brown t-shirts nowadays. Didn't during the 1970s. Maybe changed over some time in the 1980s.
