Foreign Atm Cards Rejected?

Had one eaten in Laos, it turned to to be, that the middle aged Witch back in NZ, who worked at the bank, who'd just handled a money transfer from NZ to Laos, had taken it upon herself to cancel my ATM card. This same middle aged Witch had once previously decided, I couldn't withdraw money from an account, that also had, my then wife's signature on it, not a joint account, just an account with two sigs so either could use it. The manager had to override the Witch at that time.

 

So when I was in Laos, I called the national bank office in NZ and they transferred the ATM functionality to my Visa card. They can do that.
