Even in the US, however, it is a common misconception that the victim of a crime has control over a criminal action brought by the state against the offender. Victims always think they can call the police, report the crime, and then later "drop the charges" if they want to. As a defense attorney, I see this often, especially in domestic violence cases. But it is a popular myth that is just not true. The crime is against the state, i.e., breaking the state's law, and is usually enforced by the state (or not) depending solely on the strength of the case (whether they think they can win or not), regardless of the wishes of the victim.
